It offers business loans at a 3 percent interest rate, property tax abatement for rehabilitation of industrial and commercial properties and financial assistance to private economic development projects. It funds a variety of city housing and community activities, including street reconstruction, sidewalks and trees, sewers and storm drainage, housing services, accessibility improvements, assists homeless shelters and improves recreation facilities.
