Welcome to Rouse-Sirine Associates Rouse-Sirine Associates, Ltd, (RSA ) is a small business enterprise (SBE ) located in Virginia Beach, Virginia, providing surveying and mapping services since 1972. Over the years, we have developed a professional management team capable of coordinating the efficient performance of increasingly complex surveying and mapping services. Our team includes six (6 ) licensed surveyors supported by computer-aided design (CAD ) and research technicians and as many as seven (7 ) survey field parties, each equipped with the most advanced instruments and software, enhanced with 3D High Definition Field Scanning, GPS and more recently a Subsurface Utility Engineering (SUE ) Department. RSA's SUE Department provides Quality Levels B, C, D, which further supplements the firm's capabilities.
