- WalkwaysOn June 16th, 2015, six UC Berkeley students were killed and seven others critically injured when the 5th floor balcony they were on collapsed. In response to this incident Senate Bill 326 was passed and went into effect on January 1, 2020. The law requires that elevated balconies, decks, stairs and walkways be inspected and repairs completed by 12/31/24. It requires the Association Board of a condominium project to perform a reasonably competent and diligent visual inspection of exterior elevated elements, defined as the load-bearing components and associated waterproofing systems, to determine whether the exterior elevated elements are in a generally safe condition and performing in compliance with applicable standards. The bill authorizes local enforcement agencies to recover enforcement costs associated with these requirements from the Association.

If conditions indicate moisture has passed into the waterproofing system, flashing, etc. and possibly damaged the load-bearing components, an additional inspection will be required. Stucco, wood siding, etc. may need to be removed so the engineer can access and assess the condition of the structural components. We can assist the Association with engaging the services of a contractor to open up the areas requiring additional inspection. If damage is discovered the structural engineer will prepare plans and specifications for the repairs, we will bid the work to prequalified contractors, and oversee the construction.

Many times where wood replacement and painting is the original scope of work, damaged fascia board at the roofline means that there may be other roofing problems that needed to be addressed. Replacing wood fascia can also damage the existing roof and or void warranties or cause roof leaks so proper care and coordination of these interfacing elements is very important. If the roof has outlived its useful life than certainly it is time to consider replacing it. There are many attractive roofing options today that will enhance the look of a building.

- CaulkingDon’t ignore serious issues and think that a good coat of paint will solve all problems. When it is time to paint, if the above suggestions have been followed, there should not be many serious issues. However, if the buildings have been neglected and not painted on a regular schedule there may be other more serious issues that will need to be addressed prior to painting. These issues may include water intrusion, dry rot and/or termite damaged materials. A coat of paint won’t repair dry rot and contrary to popular belief caulking will not solve all water intrusion issues. Caulking may resolve a condition temporarily but is seldom the correct solution for a permanent fix.
