Established in 1985, the Development Authority of the North Country administers economic development activities in Jefferson, Lewis and St. Lawrence counties in New York. It operates a solid waste management facility, Open Access Telecom Network (OATN), and water and wastewater centers. The authority also administers several business and housing loan programs to promote job creation and retention among small businesses. It works in partnership with Fort Drum Regional Liaison Organization and Jefferson County Job Development Corporation. The Development Authority of the North Country also works in alliance with local, state and federal organizations to promote business and housing development services. It is involved in the development of alternative energy sources. The authority additionally offers technical and administrative utility services.
