Abrams Associates Traffic Engineering is responsible for the EIR traffic study for the Terraces project in Lafayette, a massive 315-unit apartment complex across the street from Acalanes High School. Their numbers for traffic impact are a total farce. The City of Lafayette had to hire their own firm, TJKM, a reputable traffic engineering firm, to also do a study, and the differences between these reports is comical. Truly, Abrams is a real-life Dilbert comic, where Abrams is the boss. For example, the Abrams report said that the delay on Pleasant Hill Road between Springhill Road and Deer Hill Road in the morning is 30 seconds. TJKM said 189 seconds. I measured for 16 different mornings, and came up with 175 seconds. Abrams gave that intersection a 30 second delay in order to give it a passing grade of 'C', rather than the real grade of 'F', in order to get this project through for O'Brien Land Company. Their reports are false, and will never stand up in court. Do not hire them.
