Founded in 1965, Tri-County Action Program is a federally designated community program, serving moderate-income families. The agency s staff provides services that assist individuals and families to achieve and maintain economic self-sufficiency. The community service department offers a variety of different programs to assist households. Tri-CAP's energy assistance program is designed to help eligible households cope with rising energy costs and to promote energy conservation. It also provides energy related repair program to assist households with emergency furnace repairs and replacements. The volunteers set policy for the agency and meet on a monthly basis. An 18-member volunteer board of directors governs the agency. One-third of the board comprises elected officials, one-third are representatives of the low-income group, and one-third are public positions. The organization is based in St. Cloud, Minn.
