REFUGE AND STRENGTH OUTREACH Refuge and Strength Outreach provide services that focus on the needs and welfare of children in the Los Angeles, Orange, and San Bernardino counties. Our services to families, both formally and informally, enhance their capacity to care for and protect their children.
