Gallagher, author of Gallagher on Transportation ( 1986 ) ; Freight Brokerage 1988 ; Freight Brokerage 1990 ; and The Freight Forwarder's Manual ( 1993 ) ; founder and former general counsel of the Transportation Brokers Conference of America ( TBCA, now TIA ) and Freight Forwarders Council of America ( FFCA ), in partnership with Alan J. Howarth and Liese G. Howarth. Gallagher & Howarth, P.C provides counseling and litigation services to shipper, intermediary, and carrier clients across the nation on matters of motor, rail, air and ocean transportation law, including:
