It has been my experience that if you send a certified letter to the correct address in Spearfish, SD that the incompetence of the employees is to ignore a correctly addressed letter and send it to Minnesota. This incompetence will cost the sender a min of 10 days waiting time for a time sensitive letter. My advise use E-mail or Pony Express.
