  Frank was born in Los Angeles and raised in Joshua Tree, California. He has practiced law in Imperial, Los Angeles, Riverside, and San Luis Obispo Counties in California, as well as in several counties in Iowa. He gained legal experience while attending UCLA School of Law by administering Bet Tzedek’s Spanish-Language Conservatorship Clinic and assisting with an appeal to the Supreme Court of Argentina in a children’s rights case. After law school, he started his career as a licensed attorney at California Rural Legal Assistance’s (CRLA’s) Coachella office. There, he represented clients in wage and hour cases and civil litigation involving mobile home park closures and habitability issues. Then, he worked for the Iowa Civil Rights Commission, where he processed hundreds of housing, employment, and public accommodation-based civil rights complaints through investigation and mediation. Frank later started his own solo law practice based in Des Moines, Iowa where he represented clients in landlord/tenant disputes, misdemeanor criminal proceedings, affirmative immigration applications, child custody proceedings, civil rights and employment litigation, and administrative hearings.

  Victor joined Carmel & Naccasha after spending nearly 15 years in Southern California assisting with transactional and trial work in business, criminal defense, estate law, immigration, and probate.  Victor assists clients with a variety of matters, including conservatorship, guardianship, estate planning, trust administration, and probate. Victor’s practice also includes acting as court appointed Guardian ad Litem on behalf of proposed conservatees or beneficiaries of estates and advising individuals appointed Guardian ad Litem.

  Carmel & Naccasha, Jess worked in the Complex Commercial Litigation practice of Weil, Gotshal & Manges LLP’s Silicon Valley office for seven years. During her time at Weil, Jessica advised clients on a variety of litigation matters across multiple industries, including commercial disputes, copyright, trade secrets, contract disputes, securities, consumer fraud, employee mobility, bankruptcy, and business torts. Jess counseled clients in internal investigations related to employee matters and potential business disputes, represented clients in mediation and arbitration, and offered counsel to clients regarding the litigation risk in mergers and acquisitions. Jess also participated in briefing opposing a petition for a writ of certiorari to the United States Supreme Court.
