The East Bay Community Action Program (EBCAP) administers the Head Start program, which includes comprehensive development services for children up to the age of 5, as well as their families. The Head Start program works to enhance the cognitive, social, emotional and physical development of low-income and at-risk children. It offers a range of care services for infants, toddlers and preschool children. The program features a variety of on-site nursing and mental health advisory services. The Head Start program conducts parenting workshops, as well as provides social services. The program also offers employment and job training referral services.
