Who and what is Bay Arts Alliance Bay Arts Alliance ( BAA ) serves as the local non-profit arts agency of Bay County. A principle goal of BAA is to foster a lifelong appreciation and enjoyment of the Arts by providing opportunities for cultural enrichment in our community through broad-based educational experiences and quality performances. BAA also manages the Marina Civic Center, a state-of-the-art 2, 500-seat facility owned by the City of Panama City. Sharing a close relationship with the City is an essential component in fulfilling our management responsibilities. Through Bay Arts Publications, and those of other arts agencies' - programming, scheduling, and calendars are communicated. The Board of Directors of BAA designates the following actions to accomplish our mission:
