Founded in 1980, Southern Tier Environments for Living, also known as STEL, is a private, nonprofit agency that provides rehabilitative and support services. The agency offers services for individuals with mental illnesses and developmental disabilities in Allegany, Cattaraugus, Chautauqua and Erie counties in New York. It provides residential treatment, single-room occupancy housing, vocational rehabilitation, case management, social support and housing development services. Southern Tier Environments for Living also offers housing assistance, emergency, medication support, financial management and counseling services. It also provides health education and transportation services. Southern Tier Environments for Living maintains its corporate headquarters in Dunkirk, N.Y.
