Founded by local music teachers Irene and Jarl Hulbert, the ARTI-ST Music Education Center opened its Perry Hall facility in 2002. With advanced degrees in music, Irene and Jarl have the training and passion to bring the community musical instruction of the highest quality. Irene's Master's degree in music is from UCLA. She also did post-graduate studies at Peabody and at the University of Maryland. Jarl completed his Doctorate in Musicology at the University of Maryland, where he specialized in historical music instruction methods. To date, he is the only Perry Hall-area music instructor who has been Nationally Certified by the MTNA (Music Teachers National Association).
