CHANEL 9 NEWs NEW BERN, N.C. - A New Bern man arrested for rape, made his first appearance in court. Ricky Mancilla is charged with second degree rape. Police aren't releasing many details but, say the act took place New Year's Day. This isn't the first time Mancilla's been in trouble with the law. He was charged in 2011 for communicating threats. He's in the Craven County Jail with bail set at $75,000.
