The Finance Department, governed by The City of Modesto in California, is responsible of the collection, disbursement, accounting and investment of cash balances. The department is also engaged in the development and administration of operating and capital improvement budgets. It provides business license enforcement and parking ticket administration services. The Finance Department is responsible for the development of various rate and fee studies and issuance of new debt instruments. The department maintains business license, cashiering, citation processing and accounts receivable divisions. In addition, it administers a centralized purchasing system, as well as provides online bill payment services. The Finance Department has a water services division.
