  Justin’s practice areas include business law, civil litigation, landlord-tenant cases, real estate, wills and estates, family law (including custody, support, divorce, incapacity and guardianship cases), bankruptcy, protection from abuse cases, child abuse appeals, municipal work, and tax sale litigation. Justin serves as primary contact in the firm’s role as Solicitor for the City of Lock Haven, and also in its role as counsel for the Clinton County Children and Youth Social Services Agency. He has served as court-appointed guardian ad litem for numerous individuals, including both children and allegedly incapacitated persons.

  His practice concentrates on “transactional” matters, including residential and commercial real estate, organization of business entities, contract review and drafting, estate planning and administration, elder law issues, and municipal law. He is an agent for Old Republic Title Insurance Company. He was appointed Clinton County Solicitor in January, 2012, and continues to serve in that capacity.

  For over 30 years, Mr. Ryan has engaged in a general private practice of law involving criminal and civil litigation, municipal law, family law, real estate, wills and estates. He is admitted to practice before all of the Pennsylvania courts, the United States District Court for the Middle District of Pennsylvania, the Third Circuit Court of Appeals, and the United States Supreme Court. He served for over 20 years as a member of the Clinton County Public Defender’s Office.
