- FraudMr. O’Toole previously served as an Assistant United States Attorney in the Southern District of New York. During his time with the United States Attorney’s Office, Mr. O’Toole represented the United States and its agencies in all phases of civil litigation, including pre-trial, trial and appeals. He was responsible for a range of cases involving commercial law, international law, tax, bankruptcy, fair housing, employment law, constitutional law, environmental, bankruptcy and tort law. Mr. O’Toole has briefed and argued ten appeals before the Court of Appeals for the Second Circuit. He also led investigations under the federal False Claims Act involving allegations of healthcare fraud and fraud in connection with government contracts. He has litigated a broad range of tax enforcement matters including enforcement of administrative summons, litigation seeking to reduce assessments to judgment, protection of liens, applications for seizure and foreclosure.
