The Honolulu Department of Environmental Services specializes in the management of wastewater, storm water and solid waste systems of the city and county of Honolulu. Its refuse division manages collection, disposal and recycling operations. The Honolulu Department of Environmental Services provides an island-wide waste management system that protects the environment and uses waste-to-energy, recycling and composting to reduce the need for a landfill. The department, through its storm water quality branch, administers the provisions of the city's storm water permit. The Honolulu Department of Environmental Services also specializes in regulating nonstorm water discharges, such as inspection of industrial activities, well drilling and hydrotesting discharges to the system, enforcement against illegal discharges and drain connections to the city's drain system. In addition, it specializes in water quality monitoring and spill response and prevention.
