They do not properly read the meters, they just make up a number and charge you for it. a completely empty building can have a water bill from $20 to $375.00 with absolutely zero water usage. the water company refuse to look into the issue. they forward you to Nexcheck for collections even when you have proof of payment. This is just an extreme mess and you can never get anyone to give you answers. I have sat in there for hours arguing with my proof for hours and all I am told by the man through the glass is to pay the bill or go to collections. Documented proof and a lawyer does not stop these tyrants.
