These are low income apartments that have been recently renovated, so the rental rates are on the high end. The units are generally clean with new fixtures, flooring and countertops, but some of the tenants smoke various substances after dark, often loiter and can be a bit noisy. Also, the management tends to not fully respect the rights of tenants in various ways and can be overly aggressive (e.g. - refusing to provide copies of documents immediately upon signing, not always representing the rules and regulations accurately, invading tenant's privacy and aggressively seeking information unnecessarily that is confidential, etc. etc).
