( WCM ), was formed in late 2002 when it signed a construction management agreement to construct $65 million in roadway and heavy civil projects in San Diego, CA. Three of the projects were Caltrans' permit projects along I-15 in Rancho Bernardo. In each instance, WCM acted as the owner's agent and the agent of the District and/or municipality. We are able to do this because we will represent the interests of all of the project's customers ; the owner, Caltrans, the municipality, the contractor ( s ), the sub-consultants ( geotechnical engineers, special inspectors, etc. ), and the public. This is the cornerstone of our success, understanding all of our customers and providing to them the highest level of satisfaction. Another reason for the success of our organization is that we manage our projects, not only provide administrative services to the project. While we excel at administration and documentation, we understand that our true value to a project is management. We consider all services provided by WCM to be assets to a project. Construction management is the process of creating, building, and completing construction projects as quickly and efficiently as possible. It is far more than project administration and scheduling. By utilizing its vast experience in engineering construction and environmental compliance ; our personnel work with all of a project's customers to achieve the project's goals and ahead of scheduled completion and below budgeted costs. WCM is on the forefront of a construction industry that is in a mid-point of dramatic changes in how it needs to operate. This became apparent in 2005 when WCM began construction of Carmel Valley Road, which was a $25mil construction of a new roadway ( 7, 200lf, 1.5mil cy rock, bridge, drainage channels, etc. ) on the side of Black Mountain. Not only did greater than 5, 000 acres flow through the site, it was constructed in Black Mountain Ranch while they were under a Cleanup and Abatement Order from the SDRWQCB. This made storm water and environmental compliance one of the highest priorities. No longer can these environmental issues be of a secondary concern, it must become an active part of the construction process ( similar to how safety programs are seamlessly integrated into the construction processes ). Since the development of the Environmental/Storm Water Compliance Division within WCM, the division has added value and understanding to all of its projects and customers. By understanding the applicable laws, regulations, and project requirements, WCM implements a practical cost affective program to obtain full compliance. For example, on a project in 4S Ranch, the County of San Diego was requiring the developer to install BMPs as shown on the final erosion control plan ( even though the project was not yet to that phase of development ) ; WCM created an alternative plan that functioned properly, met all regulatory requirements, but saved the customer $25, 000. This is only one example of how WCM brings a greater understanding to its projects and customers. As noted, WCM is a certified small business enterprise ( CA DGS#0037019 ). Its founder and president, Mitchel Whitson, graduated from Cal Poly, San Luis Obispo, with a degree in construction management. In 1990, he was a project engineer for his first Caltrans' project on Highway 101 in Redwood City. Over the last, 18 years he has worked as a superintendent, project manager, estimator, and construction manager on over two dozen Caltrans' projects totaling more than $200 million dollars in contract values.
