      The sewer dept of this city is ripping off the owners of property by no abiding by the city's charter and only charging its customers bi-monthly. The City has been sending its customers who own property here monthly bills to make up for a mistake that was made by the city with its billing dept. In addition to this current illegal billing system, the city has now added an additional fee of $9.50.
