Dover Human Resources Department offers various programs and services in maintaining a competent and capable work force in the city and creating a suitable work environment that promotes efficient service delivery to citizens. The department assists the council and city management team in developing programs and systems that guide decisions and human resources management approaches. It develops and increases the skills and capabilities of individuals and work groups through orientation, training and skill development programs. The department also provides services to foster teamwork through open communication, employee recognition, cooperative labor relations and problem solving process. It additionally manages, evaluates and controls fringe benefit programs, such as health, life and disability insurance, deferred compensation, and employee assistance and wellness programs. The department also provides litigation support for state mandated programs of workers compensation and unemployment insurance. It coordinates the city's activities in safety and loss control, and provides risk management solutions. The department is located in Dover, Del.
