The South Carolina Department of Transportation is responsible for the planning, design and maintenance of the transportation system of the state. It maintains a mass transit office that works to provide planning, research, administrative functions of state and federal assistance programs, evaluation of existing and proposed programs, and coordination of mass transit projects. The department administers a bicycle and pedestrian program that helps to reduce air pollution and save natural resources. The South Carolina Department of Transportation also coordinates a resurfacing program that provides graphical and tabular information related to resurfacing projects. Its materials and research office operates a laboratory procedures manual that is a reference of the test procedures used to perform testing of highway construction materials. The department additionally operates a transit planning section that offers project development assistance and outreach to regional planning agencies and transit providers in implementing localized public transportation services.
