City of Carmel in Indiana is governed by a City Council comprising seven members elected to four-year terms. The City Council constitutes the legislative body of the city. It has power over the city budget, and passes city ordinances and resolutions. The Carmel Clay Parks and Recreation board acquires, develops and programs safe park lands and facilities for recreation and preservation purposes. The city s community relations department provides programming services for local government access cable television station, Channel 16, on the Bright House network. The department also coordinates promotional and educational video production, and publishes city s bimonthly newsletter and other informational materials. Its community services department is engaged in building and code enforcement, planning and zoning, and urban forestry. The city s Communications Center handles various types of communications for the city that include managing voice mail and fiber-optic network system.
