- Premises LiabilityGraduating from Duke University in 1975 with an A.B. in political science, Mr. Gallaher was commissioned as a second lieutenant in the Marine Corps. After leading platoons and commanding a rifle company he was selected for the Funded Legal Education Program. In 1983 he received a J.D. from the Columbus School of Law at the Catholic University of America, where he was an associate editor of The Catholic University of America Law Review. Mr. Gallaher earned a Master of Laws in military law from the Army’s Judge Advocate General’s School in 1987. As a certified naval judge advocate, he served variously as prosecutor, defense attorney, attorney supervisor, legal advisor to general officers, and civil litigation attorney defending the Department of the Navy in federal district and appellate courts, before retiring as a lieutenant colonel. In addition to the bars of New York and the District of Columbia, Mr. Gallaher is admitted to practice before the U.S. Court of Federal Claims, the U.S. Courts of Appeals for the Second and Fourth Circuits, and the U.S. Supreme Court. Mr. Gallaher concentrates his practice in the areas of municipal liability, premises liability, the defense of other personal injury litigation, and military law.
