Engineering District 11 is a part of the Pennsylvania Department of Transportation, which is operated by the government of the Commonwealth of Pennsylvania. The district specializes in highway maintenance services for Allegheny County in Pennsylvania. The Pennsylvania Department of Transportation is responsible for the maintenance and repair of structurally deficient bridges. The department employs a staff of more than 11,000 people. It publishes the Smart Transportation Guidebook in partnership with the New Jersey Department of Transportation. The department also undertakes projects for the preservation and improvement of bridges. The Pennsylvania Department of Transportation issues driver licenses and operates the Electronic Lien and Titling Program.
