Established in 1996, the Department of Budget and Management offers fiscal, capital, and personnel resources for state agencies. The department, earlier known as the Department of Budget and Fiscal Planning, operates a division of procurement policy and administration, which maintains procurement, audit compliance, and fleet and travel management units. It also drafts personnel legislation and regulations and assists in the implementation of collective bargaining memorandums of understanding. The Department of Budget and Management s employee relations division conducts settlement conferences, mediates employee disputes and manages collective bargaining issues. The department also offers capital budgeting, budget analysis, audit compliance and travel management services. It is governed by the state of Maryland.
