He received his B.S. degree in Agricultural Economics in 1967 from Texas Tech University and his J.D. degree in 1970 from Southern Methodist University School of Law.   Russell J. Bailey graduated from Amarillo College and completed his undergraduate degree at Lakehead University, Thunder Bay, Ontario, Canada. After graduating from the University of Texas School of Law in 1976, he practiced for four years as an assistant county attorney for Travis County, Texas, before returning to Amarillo, where he has practiced continuously since 1980. His practice was principally in insurance defense, product liability, and professional liability litigation, and he had extensive experience in employment litigation. He served as a member of the Amarillo Area Bar Association Executive Committee from 1987 to 1989 and was a Fellow of the Texas Bar Foundation. Mr. Bailey practiced in state and federal courts, and was admitted to practice in the United States Court of Appeals, Fifth Circuit, and the United States District Courts for the Northern and Western Districts of Texas.
