The Governor's Office of Regulatory Reform, also know as GORR, improves state s regulatory processes. It assists small businesses and works with empire state development to foster economic development. The office also has business permit assistance unit that operates a call center. The Governor's Office of Regulatory Reform publishes quarterly regulatory flexibility reports.
